The City of Houston and Centerpoint Energy will help you weatherize your home.  This will also help lower your energy bills.  This program is called Residential Energy Efficiency Program.  And the services can include:

1. increasing your attic insulation
2. weather stripping
3. window caulking
4. CFL light bulbs
5. A water heater blanket
6. Refrigerators
7. hot water heaters
8. room air conditioning

Just these small improvements have saved participates 12-18% off their energy bills and up to 20% in the summer.  Please keep in mind this program is for low income people and/or elderly.  And the home must be in an specific area.  The  selected areas are those areas with older homes in the city of Houston.  For more info go to www.houstontx.gov/reep .  This program has just gotten federal funding so i expect to see it grow.  With the added funding, the city can now spend up to $3,000 per home they help.  This program may not help you, but may help someone you know.  Another Great Program from "Dave Your Mortgage Guy".
